Description

The United States Bureau of Reclamation began working on the Deer Flat Reservoir in 1906. The project was completed in 1909. Initially, the water either soaked into the ground or evaporated, but eventually the reservoir began to fill, providing irrigation to Canyon County. In 1945, the reservoir was renamed Lake Lowell in recognition on J. H. Lowell who had been instrumental in the reservoir project.

In effort to engage the Bureau of Reclamation, E. H. Lowell gathered support of 1,500 landowners representing 125,736 acres to get the development started.
